Postal Clerk position at MSU does both receiving of packages delivered by UPS/DHL and common carriers and delivery of same packages as well as delivery of in-house packages (filled Central Stores requisitions) to all departments on campus. Postal Clerk also sorts, weigh, meter and deliver campus mail. Postal Clerk may be trained to be a Passport Agent.


MAJOR DUTIES AND RESPONSIBILITIES:  (continue on next page if necessary)

  • Unloads incoming shipments from all trucks, and delivers the UPS/DHL and all common carrier packages to all departments on Campus.
  • Collects letters to be mailed, wraps, weighs, and stamps outgoing packages to assure proper postage and handling.
  • Records registered, insured, and valuable letters and packages and express mail as required by federal regulation.
  • Helps unload the mail truck and, as required, drives the mail truck to assure continuity of service.
  • As assigned, operates and performs routine maintenance on varied machines including: inserting and sealing machines, (electronic remote) meter machines, (perforated machines), automated presort machines or other presort operations, remote accounting system electronic scales, and performs the clerical duties subsidiary to their use.
  • Takes care of all walk-ins which maybe staff doing purchasing from Central Stores or a student picking up a package, or even giving directions to a building on Campus to a truck driver.
  • Performs the work involved in the receipt, date-stamping, and interoffice distribution of incoming letters and packages; sees that proper signatures are obtained where necessary.
  • Performs the work involved in the folding, inserting, sealing, and labeling operations including the maintenance, service, and repair of related machines.
  • Makes regular and special runs for the interoffice collections of outgoing mail; may drive, load, and/or unload the mail truck as necessary.



  • Prepares outgoing mail for delivery to a state department post office; will weigh, stamp, and deliver outgoing mail directly to the U.S. Post Office.
  • Closely follows schedules of collection and delivery times and makes necessary adjustments for the expedition of emergency and peak mail loads.
  • Moves packages and items from mail receiving area to storage area as needed. Sorts and places materials or items in warehouse in designated places. For items arriving that requires expeditious or immediate attention, contacts recipient or other staff member if area where items are to be stored is unknown.
  • Provides delivery of most packages to central distribution points in the various academic and administrative buildings.
  • Marks packages with identifying information using appropriate methods. Records receiving and shipping information as required for inventory or other purposes.
  • Assist customers on the telephone and at the service counter; responds courtesy to mailing/shipping related questions.
  • Scans tracking numbers on a palm pilot at the time of delivery.  Also creates a label for packages without tracking numbers. Uses the palm pilot for signatures after scanning the tracking number at the time of delivery to the department. Uploads palm pilots to PC and then backs up the day’s deliveries on the PC.
  • Ensures that information flows freely across the unit.
  • Ensures that all staff and customers are treated with respect and courtesy.
  • Participates in meetings and planning sessions as directed by the supervisor.
  • Must be able to operate efficiently in a positive team environment and be able to communicate clearly and effectively with her/his supervisor.
  • Performs other duties as assigned.

*This position is designated as essential. The designation of essential requires employees at these 24/7 facilities to be present due to inclement weather situations.




One (1) year of experience preferred in the operation of a large mailing section with the responsibility for the collecting, sorting, and distributing of mail and parcels. Must possess a valid NJ driver’s license to operate Central Receiving Vehicles, a current forklift certification which is renewed every 3 years. Must be able to read, write, understand and communicate in English.  Must have basic computer skills.



A9: $30,455.78- $42,380.79 *NOTE: Salaries for internal candidates are determined by the New Jersey Civil Service Commission's formula. Salaries for external candidates are determined up to the fourth step of $34,430.78
