  • Overview

    Reporting to the Director for Classification, Compensation, and Performance, this position is responsible for performing professional level administrative, technical, and analytical work in the areas of full cycle employment services including, but not limited to, classification, compensation, and performance management. The incumbent will liaison with divisional leads and constituents to ensure excellent customer service is provided to all members of the campus community in a professional, efficient, timely and confidential manner.


    Serves as deputy to the Director with the administration of managerial, unclassified, and classified employment operations and liaisons with divisional leads to strategize, forecast, and address HR matters in relation to employment needs, university polices and collective bargaining unit agreements.

    Accountable for ensuring compliance with multiple collective bargaining agreements, University policies, and federal/state laws impacting Human Resources.

    Counsels and educates managers with position description preparation and/or alterations, including interpretation of classification standards, appropriateness of qualifications, and appropriateness of essential duties based on the classification.

    Responsible for administering and managing the professional staff performance evaluation and reappointment processes according to the timeliness set forth in the Administrative Calendar and in accordance with the guidelines of the Statewide AFT contract.

    Researches and recommends compensation ranges on position movements, new hires, and salary discrepancies by evaluating internal equity and utilizing published salary surveys for appropriate pay grade level. Prepares reports on findings and handles administrative steps to formalize recommendations and provide clarity for resolutions of contract provisions, historical practices, similar situations, etc.

    Tracks, monitors, and audits the recruitment of vacancies from revision of job description classification to on-boarding of new faculty, managerial, professional staff, and classified staff into Workday systems for completion within set deadlines and accuracy. Assists HR Generalists with overflow of vacancies as needed.

    Coordinates and prepares on-boarding of new faculty (temporary, instructional, and clinical hires). Facilitates and ensures the completion of all required personnel forms by required deadlines.

    Reviews, verifies, and approves all temporary hire service and student employment campus-wide workday submissions for accuracy and adherence to university student wage salary grids and state wages laws.

    Ensures timeliness and thoroughness of performance evaluations and reappointment recommendations submitted by the division vice presidents to HR for review, approval, and submission to the President for reappointment.

    Audits and oversees the notification and contract letters for professional staff performance evaluations in accordance with the guidelines of the Statewide AFT contract.

    Collaborates with the President’s Office to coordinate, collect, and prepare new position justifications from division heads and/or designee for BOT Personnel reports, including but not limited to, New Hire and Reappointment Cycle Reporting.

    Audits the work of HR Generalists on Tuition Waiver and Reimbursement submissions (managerial, professional and classified) on a per semester basis for accuracy and initial approvals in accordance with the established collective bargaining agreements.

    Collaborates with HR Generalists to ensure accuracy of official MSU organizational charts on a continual basis for all Divisions campus wide.

    Assists in the performance-based promotion process. Reviews application materials and makes recommendations for review by the Director of Classification, Compensation, and Performance.

    Assists in the Civil Service certification process as needed. Ensures compliance with Title 4A-State of NJ civil services rules and regulations, and serves as liaison to the New Jersey Department of Personnel on civil service issues. Provides interpretation of civil services rules and regulations.

    Assists with the reclassification process, including analyses, desk audits, compensation analysis, justifications, and supporting documentation are processed in a timely manner. Ensures reclassifications are appropriately justified, warranted, and consistency is achieved throughout the campus in accordance with University guidelines.

    Develops and documents procedures to streamline processes and ensures compliance with regulatory requirements.

    Provides backup support for all related HR functions.

    Performs other duties as assigned.

    Bachelor’s degree from an accredited college or university.

    Minimum of 3 years human resources management experience in a field directly related to the functions of the position.


    Master’s degree from an accredited college or university.

    Professional certification in human resources management and/or compensation.

    Working experience in a higher education, non-profit institution, public sector unionized and/or civil service environment.

    Experience using Workday systems and/or general knowledge of other HRIS applications.

    Strong analytical and critical thinking skills.

    Strong organization, interpersonal, written and verbal communication skills with attention to detail.

    Proficiency with the Microsoft Suite with advanced knowledge and skills in Excel, Word, and PowerPoint.

    Excellent collaboration, project management, time management, and negotiation skills with ability to multi-task, meet deadlines, and as part of a team.

    Skill and knowledge in the collection, analysis and determination of market salary, total compensation and classification benchmark data, and to apply it to relative institutional analysis.

    Experience working in a diverse fast-paced environment with diplomacy and a professional demeanor.
